In 1992, at the United Nations Conference on Environment and Development in Rio de Janeiro, over 178 nations adopted a sweeping plan for global sustainable development. Known as UN Agenda 21, the initiative was hailed as a visionary effort to combat environmental degradation and secure a prosperous future for generations to come. But beneath its green veneer lies a controversial and far-reaching agenda that critics argue threatens individual freedoms and reshapes societies in ways many citizens may not fully understand.
In her book “Behind the Green Mask: UN Agenda 21,” Rosa Koire, a former land use expert and property rights advocate, pulls back the curtain on what she describes as a stealthy global strategy to redefine the balance between individual rights and collective control.
Koire’s journey into the heart of Agenda 21 began unexpectedly. While challenging a redevelopment project in Santa Rosa, California, she uncovered what she calls the “hidden machinery” of sustainable development policies. What she found was not just a set of environmental guidelines but a comprehensive plan to reshape communities, economies and governance structures worldwide.
At the core of Agenda 21, Koire argues, is the philosophy of Communitarianism, which seeks to balance individual rights with the so-called rights of the community. However, the definition of “community rights” is fluid, often subject to reinterpretation by those in power. This ambiguity, Koire warns, allows for the erosion of personal freedoms, particularly property rights, in the name of the greater good. She uses a vivid analogy to illustrate her point: “Imagine two glasses on a table – one filled with water, representing a Constitutional Republic, and the other with milk, symbolizing a Communitarian State. When you pour them into a pitcher, you don’t get a balanced mixture. You get milk. The water – your individual rights – is subservient to the milk, the collective rights of the community.”
Koire’s book reveals how Agenda 21 is being implemented at the local level, often without public awareness or consent. One of the primary vehicles for this implementation is the International Council for Local Environmental Initiatives (ICLEI), an organization that promotes sustainability initiatives worldwide. While ICLEI’s mission appears benign, Koire contends that it serves as a conduit for Agenda 21 policies, embedding them into local governance through land use planning, zoning laws and educational programs.
For example, the concept of “Smart Growth,” a cornerstone of Agenda 21, advocates for high-density urban development and discourages suburban living. Proponents argue that this approach reduces carbon emissions and promotes public transportation. However, Koire sees a darker motive: the restriction of personal freedom and the concentration of populations into controlled urban centers.
“The push for transit villages and the demonization of suburban living are part of a broader strategy to herd people into densely populated areas,” she writes. “This makes it easier to monitor and control citizens while benefiting corporations and developers who profit from these projects.”
One of the most troubling aspects of Agenda 21, according to Koire, is its use of psychological manipulation to manufacture public consent. She highlights the Delphi Technique, a method of steering group decision-making toward a predetermined outcome while creating the illusion of consensus.
So, what can individuals do to counter the influence of Agenda 21? Koire offers a roadmap for resistance. First, she emphasizes the importance of education. “Read books like ‘Behind the Green Mask’ and stay informed about local developments,” she advises. Second, she encourages citizens to connect with like-minded individuals and form groups to resist Agenda 21 policies in their communities. Social media and other platforms can be powerful tools for spreading awareness and mobilizing support.
Third, Koire urges vigilance in public discourse. “Recognize the buzzwords and jargon used to manipulate opinion,” she says. “Challenge them when necessary.” Finally, she calls on individuals to stand up and speak out. “Awareness is the first step in the resistance,” she writes. “By understanding the true nature of Agenda 21, we can begin to reclaim our freedoms and shape a future that truly serves the common good.”
